THURCROFT CYCLING CLUB CONSTITUTION.

 

1) The name of the club shall be Thurcroft Cycling Club . The club colours shall be Green and White with    black shorts , which may have a Green panel carrying the club name.

2) The object of the club shall be to provide for it’s members , either collectively or individually a means and opportunity for the participation in and the promotion of all social , racing and touring aspects of club cycling and to actively encourage such participation and promotion.

3a) The management of the club shall be vested in an Executive Committee consisting of the President ,   Vice Presidents , Chairman , General Secretary , Treasurer , Clothing Secretary , Press Secretary ,  Club Captain , Delegates ( rule 12 ) , together with three club members one of whom may be a junior.

3b)  The Committee members shall be elected at the AGM to hold office for one year and maybe re-elected at subsequent AGM’s.

3c)  The Committee shall have power to fill ant vacancies that may occur in it’s number during it’s year of office.

4) No person shall be eligible for office unless he/she has been a member of the club for six months .

5) A general meeting may be called by the general secretary in the following cases :

      i ) upon the direction of the Committee .

     ii ) upon notice of a motion signed by one—fourth of the club members and stating the subject thereof.

6) Voting shall normally be by a show of hands except during the election of officials when a ballot may be held . A ballot may be held on any vote if so desired by a majority of those present at the meeting .

7) The Chairman shall have a second casting vote but shall not have the power to adjourn any meeting without the consent of the meeting.

8) The Chairman of any meeting shall have unlimited authority on all questions of order. An appeal from his ruling shall lie to a general meeting .

9) The general secretary shall keep minutes of each meeting , general and committee , distinguishing the former from the latter , and every member shall be entitled , at reasonable times , to examine the minutes of any general meeting .

10a) The Committee shall have the power :

       i)  to reprimand any member for misconduct

     ii)  to expel any member whose conduct in their opinion renders him/her unfit for membership . Any member so expelled shall have the right to appeal to a general meeting .

10b)  In case of 10a (i) the Committee shall elect as and when required a disciplinary sub-committee consisting of the chairman and two other members to deal with the matter.

11) Each membership application received by the secretary shall be considered by the Committee who will have the power to refuse any applicant whom they consider undesirable.

12a) The club shall be affiliated to the British Cycling Federation , the Road Time Trials Council and to such other cycling bodies as its members in general meeting shall determine.

12b)  Delegates to represent the club at meetings of such bodies or organisations shall , such as be desired , be elected by members at a general meeting .

12c)  Delegates shall extract relevant items from the National Agenda’s for discussion at committee meetings .

13a)  The annual  subscription of the club shall consist of the amount as determined by members at the Annual General Meeting.

13b)   Life membership proposed and seconded by first claim members of the club and awarded by the committee.

14a)  Members of other cycling clubs shall be eligible to join as second claim members subject to the provisions of rule 11.

14b)  Second claim members shall be entitled to attend general meetings of the club but shall not be entitled to vote.

14c)  Second claim member  subscriptions  shall be half that of senior subscription.

14d)  Second claim  members may take part in club events but shall not be eligible for any award.

15a)  The annual subscription  shall become due on the 1st January .

15b)  All club members whose subscriptions are outstanding on the 1st February shall be notified and if payment has not been made by 1st March such membership shall be deemed to have lapsed.

15c)  New members joining the club after 30th September shall continue to be members , without further payment , throughout the following year .

16) Membership shall cease by ;

      i)  non payment of subscription

    ii)  resignation

   iii)  expulsion

17a) A competitor shall be a juvenile until 31st December in the year of his/her 16th Birthday.

17b) A competitor shall become a junior on the 1st January after his/her 16th Birthday and remain eligible to compete as a junior until the 31st December of the year in which his/her 18th Birthday occurs.

17c) A competitor shall be a veteran , for the purpose of club events , from 1st January of the year in which his/her 40th Birthday falls.

18) Auditors shall be elected at each AGM but such officers shall not become officers within the meaning of rule 3a.

19) The forgoing rules may be amended only at a general meeting by a majority of at least two-thirds of those present.
